Vernon Hale
A prominent member of the Metropolis city council, and the secret mastermind behind the city's "delivery graft racket," in which members of the "Slats" Morgan gang extort a delivery fee from truckers for every truck unloaded in Metropolis and bomb the supermarkets and other businesses whose drivers have refused to pay.
