A prominent member of the Metropolis city council, and the secret mastermind behind the city's "delivery graft racket," in which members of the "Slats" Morgan gang extort a delivery fee from truckers for every truck unloaded in Metropolis and bomb the supermarkets and other businesses whose drivers have refused to pay. Hale and the Morgan mob are apprehended by Superman in May-June 1942 (S No. 16/4: "Racket on Delivery"). (TGSB)
