A monocled villain and former Nazi spy who, having gathered together a gang of Metropolis’s most notorious criminals, travels to the tiny, apparently South American, country of Molinia, where he blackmails the owner of a large estate into allowing him and his cohorts to use it as their headquarters, and then proceeds to plunder shipping on the Spanish Main with a fleet of ingenious “whalesubmarines”, submarines deceptively designed to resemble large whales, until he and his henchmen are finally apprehended by Superman in July- August 1948 (S No. 53/3: “A Job for Superhombre!”).
