The Superman imposter who collects reward money by pretending to guard the safes at several resorts near Metropolis.

Dugan and his gang of bandits are apprehended by Superman and Jimmy Olsen after Dugan fails to recognise Olsen, antagonising the cub reporter and wounding his sense of pride (SPJO No.2/3, Nov-Dec 1954: "Jimmy Olsen, Superman's Ex-Pal!").
