Detective Captain Reilly

Called "100% Reilly" because of his ability to jail all of his 800 suspects, Reilly was hired by the Metropolis Chief of Police to capture Superman. He of course could not actually capture him and fled the city in defeat. (Act No. 9, Feb 1939)
