Bizarro-Perry White was created when, according to Bizarro No.1, "Me came to Earth with Duplicator Ray and shined its ray on Perry White, creating imperfect, unliving Bizarro imitation of Him! Bizarro newspaper, The Daily Htrae, needs new editor because old editor retired, Bizarro-White make great editor!" (Adv No. 287, Aug 1961: "Jimmy Olsen's Kookie Scoops!"). While not more clever than any other Bizarro, Bizarro-Perry White is able to deduce that Bizarro No. 1 is Stupor-Man (Adv No. 288, Sep 1961: "Bizarro's Secret Identity!").
