"A hawk-faced man of utterly ruthless features," an evil "master hypnotist" who, having hypnotized a group of innocent men into complete obedience to his will, has strapped powerful explosive devices to their waists and transformed them into "human bombs," men oblivious to death who stage one brazen robbery after another and willingly blow themselves to smithereens rather than submit to capture. "I am one of 'the human bombs,'" explains one of them to a stunned Clark Kent and Perry White. "It is our intention to rob wherever we please. We have no fear of death. Should anyone ever attempt to stop us, we will commit suicide...and innocent bystanders will also die in the resulting explosion." The weird rampage continues unabated until Superman finally apprehends Watkins and, by knocking him unconscious, releases the human bombs from his baleful hypnotic influence (S No. 17/2, Jul/Aug 1942: "The Human Bomb!").
