The "one time Nazi scientist" and ruthless "crime dictator" clad in a medal-bedecked officer’s uniform and with a monocle over one eye, who is the mastermind behind Project X, a mysterious underworld project, carried out on a remote "uncharted island" with the aid of shipwrecked seamen forced into service as slave laborers, whose ultimate goal is the launching of a "criminal eye in the sky", an artificial satellite whose "...TV camera, equipped with a telescopic lens, will observe bank truck routes, police activities, and other information that will be sent from here to the international crime syndicate that finances Project X!" Von Kamp and his henchmen are apprehended by Superman in January 1959 (Act No. 248: "The Man No Prison Could Hold!").
