Dr. Zodiac is a scam prognosticator who Superman and Batman trick into revealing the identity of numerous criminals by allowing robot duplicates of themselves to be "captured" (WF No. 160, Sep 1966: "The Fatal Forecasts of Dr. Zodiac!").
Later, the world's finest team foils his attempts to steal twelve magical Zodiac coins originally from the city of Atlantis (WF No. 268, May 1981: "The Twelve Coins of Power!"), but Zodiac attempts to gain control of them again - in partnership with Madame Zodiac and her magical "master". This final ploy takes the combined forces of Superman, Batman, Zatanna, and Wonder Woman to stop (WF No. 285-287, Nov 1982-Jan 1983: "Deliver Us From Evil"; "When Hell Breaks Loose"; "Within My Heart, The Enemy").
